    The Harvey Shopping Centre is a 69,000 sq ft mall in the centre of Harlow, Essex, originally built in 1982. Due to the success of an initial mall refurbishment and enhancement project across three phases, Speller Metcalfe was contracted to undertake a further three phases of the development programme with a seventh negotiated phase starting on site in May 2016.

    Phase 1 (£139,900, July – Sept 11)
    A mall refurbishment and enhancement project that incorporated night shifts of 6pm-6am to ensure minimal disturbance and completion on time.

    Phase 2 (£692,500, Sept - Nov 2011)
    Repair, maintenance and improvement works across the central mall area, which included plastering, painting and lighting alterations across the main building and moving an escalator to improve circulation. 
     
    Phase 3 (£429,017, April - Sept 2012)
    Existing large retail unit reconfigured to let as five separate shop units across two floors.
     
    Phase 4 (£150,000, 2013) 
    The 1980’s style recessed café within the centre of the main mall was dated and ill-suited for disabled access. Speller Metcalfe was appointed to remove the café and infill the recess to make way for a level access multi-purpose exhibition / event space incorporating a new modern 1,000 sq ft café.
     
    Phase 5 (£1.25m, 2013-14)
    Refurbishment to the Upper Mall, including opening up corridor space, natural roof lighting, stripping back original units, car park refurbishment and cinema enabling works. 
     
    Phase 6 (£6m, March 15-July 16) 
    Phase 6 is a major element of the overall redevelopment scheme and sees the completion of the 6 auditorium cinema works and restaurant units to shell standards. 
     
    Phase 7 (£2m, March 16-Aug 16)
    Refurbishment of an empty Marks & Spencers store into a new shops and a gym. 
     
    An extraordinary level of detail and attention has been paid to minimising disruption, enhancing public engagement and working within the Considerate Constructors Scheme.
